1. Mail Services
The Nigerian Postal Service (NIPOST) is the national carrier of all classes of mail items for delivery both within and outside nigeria. Mail items, which include letters, postcards, printed papers, parcels and aerogrammes are processed through the post office.
1.1 TYPES OF MAIL
1.1.1 Conventional Mail
These can be classified according to the delivery schedule or other qualities. They include:-
I. First Class Mail: These are mail that require faster delivery than ordinary mail and they attract extra postage fees
II. Second Class Mail: These are mail delivered at no cost other than the stipulated postage rate, a rate lower than that of First Class Mail.
III. Registered Mail These are mail items requiring special handling because of its contents, which may be Money Order, Postal Order, Bank draft etc. An extra fee is charged in addition to the postage payment.
1.1.2 Business Mail
Business mail service is concerned with processing mail which are exclusively meant for business purposes (transactions).
1.2 Mail Delivery Services
Delivery of mail to addresses in Nigeria is effected through the following means;
I. Post Office Boxes: Post Office boxes are installed in all post offices and sub-post office across the country, and are available for rent on completion of relevant forms and office formalities. The use of post office box guarantees customers' security, privacy and convenience of their mail collection
II Private Mail Bag: This service is available on application to the Postmaster in-charge of any post office. It is particularly suitable for customers who receive large quantity of mail (daily) and are prepared to accept delivery/collection usually at least once daily. Correspondences for private mailbag users are also available for delivery/collection earlier than those for delivered by postmen.
III. Special Delivery Service: This is a service introduced for corporate organisations that have 'PMB' and generate large volume of mail. On agreed frequency, NIPOST collects client's mail for their private mailbags and delivers to their offices for an agreed fee. This service saves the clients time, money and the infrastructure required for mail collection and delivery.
IV. Post Restante: This is a service for individuals travelling out of their base, who expect important letters. Interested customers could call for such letters by applying for "Post Restante" or "To be called for". There must also be proof of identity to ensure that delivery is made to the proper person; the applicant should be able to state from what place or district he expects the mail. If he decides to send for his mail, the messenger, besides being furnished with the above information must have a written authority to collect such letters.
V. Street Delivery: It entails mail delivery by postmen on house to house basis. The effectiveness of this service depends, to a large extent, on how well a street is named and numbered
VI. Caller Services: Where there is no house to house delivery and individuals are unable to procure a private box or private mail bas, addressees may claim their correspondence at the post office or postal agency during normal office hours.
2. Counter Services
NIPOST has a large number of counters in all the Post offices throughout the country and offers the following transactions across the counters daily:-
2.1 Nigerian Postal Orders:- Nigerian Postal Orders are redeemable or could be purchased at all post offices, sub-post offices and postal Agencies in Nigeria. They constitute a means of remittance and are not redeemable outside Nigeria; customers are advised to use they Overseas Postal/Money Order Services. The Postal Orders are available at various denominations. It is faster to obtain from any post office, easy to cash at any post office. It attracts low commission compared to Bank draft.
2.2 Inland Money Order:- An inland money order is an order issued at a post office or sub-post office in Nigeria for payment at the same or any other post office or sub-post office. In Nigeria, money order can be drawn for any sum, but at different denominations. Its relative advantage over the postal order is that attracts low commission.
2.3 Postage Stamps:- Customers can buy this postage stamps across our counters in all post offices, sub-post offices, postal agencies, and Postshops all over the country. Postage Stamps are available in different denominations, to enable customers meet their mailing needs with ease. Postage Stamps constitutes one of the traditional products the Post the world over.
2.4 Air Letter Cards:- The airmail letter cards are also available for sale over the counters. We have the domestic airmail for local mail as well as the overseas airmail for oversea mail. The airmail letter card is the most convenient way of sending letters by air, because it saves you the task of the procurement of writing paper, envelope, purchase and affixing of postage stamps, since all these are the make up of the letter cards.
2.5 Post Cards:- The international postage rate for Post Cards is N50.00 to anywhere in the world. The local rate for post cards is N20.00. Pre-stamped international post cards are available at most post offices
3. Other Services
3.1 Pick Up Service: The Pick-up Service is one that allows a customer to call either by phone or any other means at any designated post office to have his/her mail collected and delivered to a required address within two hours. The service is available from Monday to Saturday. The service has the advantage of speed and reliability while maintaining hand-to-hand check. Additionally, it saves the customer the trouble of leaving his office or home to the post office.
3.2 Postal Media: This service includes:- Slogan Die Advertisement and Billboard Advertisement.Slogan Die Advertisement is a unique system through which publicity could be given through a slogan impression on all letters, processed in the post office, for a period of time on payment of specific fees by organizations and individuals who may wish to advertise their goods, services or celebrate an occasion . BillBoard Advertisement involves the use of BillBoards constructed in strategic positions in post offices nationwide, specifically for business publicity. For in-door Advertisement, NIPOST uses the illuminated four-sheet poster. In addition, out-door billboard publicity could be constructed in our post office premises as long as it does not impair NIPOST transactions. A negotiated fee is charged on BillBoard Advertisement depending on space and duration of the publicity.
3.3 Mail/Passenger Services: This is a passenger transport service, which operates on existing mail routes in order to meet the organization's aspiration of carrying human commuters in addition to conveyance of mail at moderate fee where excess capacity is available in the mail van.
3.4 Agency Service: Agency service is an across the counter delivery service that we perform for other organizations on commission basis. Agency service includes, Sales and Renewal of Drilling/Meter License; Payment of Pension to pensioners on behalf of government and other agencies; Sales and Renewal of Licenses: Sales and Distribution of Examination forms (i.e. WAEC, NECO JAMB etc); Distribution of Company Shares and Application forms; Sale and Collection of Insurance policies etc.
3.5 Business Reply Services: Under this service, a person who wishes to obtain a reply from a client without putting him to the expense of paying postage, may enclose in his communication an unstamped post postcard, envelope, folder or gummed label He may also incorporate in his advertisements in newspapers and other publications a special design to be used as an address label as a folder. The client can post the card etc. in the ordinary way without a stamp, and the addressee will pay the charges on all the replies he receives. Delivery will normally be effected once daily. The business reply service is chiefly designed to meet the need of business firms and advertisers.
3.6 Sale of International reply coupon: This is similar to the Business Reply coupon. However, the service is only available to foreign countries and no license are required, hence, individual and corporate entities can use it. The user or sender will be required to buy the coupon at determined current rate the post office counter and forward it to the addressee for presentation at the post office of destination to procure the equivalent stamp required sending a reply. The Coupon is universally accepted for exchange of equivalent postage stamps to any country in the world.
3.7 Licensing of Postage Meter Franking Machine: These machines can be hired or purchased from the manufacturers or their agents, by private persons or business firms for the purpose of franking correspondences with an impression denoting the amount of postage with date and place of posting. Users of this machine obtain a license from the local Head Postmaster and Payment in advance in respect of postage must be made from time to time at the licensing post office.
3.8 Post Office counter Space Rental: There are a number of counter spaces available for probable lease to customers like Banks, co-operative societies, clubs, Associations and similar organizations. This is in line with NIPOST desire to contribute to community and social development.
3.9 Post Office Space Rental: The Nigerian Postal Service has quite a few rental spaces for temporary storage or other commercial uses in some of its post offices throughout the country. Such space is rented for a specific period and at a negotiated amount. The usage and construction of structures to be erected must not impair NIPOST operations.
3.10 Stamp Duty: The Stamp duty act is principally a financial regulation but its implementation is exercised through the use of Postage stamps. |Bulk users like Hotels, NEPA, Water Boards, Landowners Banks, The Stock Exchange Market and other big businesses can hire agents, Tax Meter Machines for the purpose of putting on impression demoting the amount of stamp duty with dates. Users of these machines must obtain licenses from the Local Head Postmaster and Payment in advance in respect of stamps used must be made from time to time.
3.11 Privately Operated postal Agencies/Sub-offices: We appoint paid postal agents in areas where a post office is not available and there is established demand for postal services. The Postal agents can sell stamps to the public and deliver mail on behalf of NIPOST. Postal agents have other businesses to perform on this own, in addition to the agency work. Where a postal agent has a high turnover, his agency can be upgraded to sub post office. Thus, in addition to sale of stamps and delivery of mail, it also sells postal/ money orders.
3.12 Post Office Identity Cards: Post office identity cards are issued to NIPOST customers as a means of identifying them in their day to day transactions with the post office and thus avert incidences of impersonation and stealing.
